JOEL CALDWELL
DIRECTOR & PAC TREASURER
Joel Caldwell currently serves as a Commander with a municipal police department in Galveston County. He began his career with the Galveston County Sheriff's Department in 1993, becoming a third generation member of the department behind his Father and Grandfather. During his 30 year career, Joel has served in the following roles: Corrections, Patrol, K-9, SWAT, Patrol Sergeant, Major Case Detective Sergeant, Patrol Watch Commander, and Operations Division Commander. He specializes in animal cruelty investigations and teaches courses on animal cruelty throughout the State of Texas.
Joel holds both an Associate of Arts and Bachelor of Science degree in Criminal Justice Management. He is a former member of the College Republicans at two former colleges and is lifelong Conservative. Joel is a Texas Commission on Law Enforcement Officers Standards and Education police instructor and holds a Master Peace Officer's license.
SAMMY MUSTAFA
BOARD OF DIRECTORS
Sammy Mustafa is a dedicated 17-year veteran in law enforcement currently serving as a Chief Deputy in Galveston County. His journey includes leadership roles such as past President and Chairman of the Galveston Municipal Police Association and serving as a Trustee for the Galveston Police Pension Board.

A recipient of the Galveston County Daily News' 40 under 40 Community Leaders Award, Sammy's career is marked by numerous accolades. Notable among them are the Police Chief's Commendation Award, 50 Club Officer of the Year, and Life Saving Award.
​
Beyond his professional achievements, Sammy finds fulfillment in family life. Married with two boys aged 4 and 7, he is deeply rooted in the Galveston County community. Sammy's educational journey includes being an alumni of Galveston College and Texas A&M University. He was honored by being inducted into the Phi Theta Kappa Honor Society and Who's Who in American Junior Colleges. His story is one of commitment, leadership, and community service.


KEN MELANCON
BOARD OF DIRECTORS
Ken Melancon is a 38 year law enforcement veteran where he spent most of his career with the Harris County Sheriff's Office serving in various leadership roles within in the agency. During his time in Harris County, Ken was a Federal Task Force Commander working with various federal agencies on crimes such as counter terrorism with the FBI, drug trafficking with the DEA, home invasions with the ATF, and money laundering with Homeland Security. He also served as a Criminal Investigations Commander over homicide, robbery, special victims unit, and crimes against children.

Ken is a graduate of the FBI National Academy #216 in Quantico, VA and has been the recipient of various awards throughout his carrer including the State of Texas Medal of Valor, Houston 100 Club Officer of the Year, Houston Industrial Society Officer of the Year, and North Channel Chamber of Commerce Officer of the Month.
TIM DOHR
BOARD OF DIRECTORS
Tim Dohr settled in Texas in 1991, after completing his active service in the United States Marine Corps. He attended the Police Academy at the College of the Mainland in Texas City in 1994, where he finished first in his class. Tim served as a Police Officer for 21 years, fulfilling many roles in law enforcement, including serving as a Galveston County Deputy Constable, Patrol Officer, and Detective. Tim retired from law enforcement in 2016.

He has lived in League City and Friendswood for over 25 years, has 3 adult children and 2 grandchildren living in Galveston County, and maintains a business and volunteer interests locally.


VICTOR VILLAREAL
BOARD OF DIRECTORS
Victor Villareal has served the citizens of Galveston County for over 13 years. He has worked in various law enforcement capacities during his tenure ranging from patrol, traffic safety, and to the Special Response Group dealing with large crowd events and protests. Victor's current duties reside in the Traffic Safety Division investigating accidents where he has investigated several high profile motor vehicle accidents in Galveston County.
​
In 2019, Victor received the life saving award for applying a tourniquet to a motorcycle rider involved in a collision during the Lone Star Bike Rally. He currently holds a Master Peace Officers License.
